Ritter addressed the workers publiclyafter , repeating to them as he had writtejn in his May 19 veto of House Bill 1170 that he felt that the bill woulrd have interrupted ongoing union negotiations with grocery-store chainz , and Albertsons. But after several minutes of workersbegan yelling, "Thaf is a lie!" and "Sir, why did you and the governor left the podium. "I have made my statement. Thano you very much," Ritter said as he exited the packex west foyer ofthe Capitol. .
Tensions between union workeres and the Democratic governor that they helped to elecg in 2006 have been simmeriny since his veto of the bill that would haveallowedx locked-out workers to collect unemployment insurance benefits. Unitesd Food and Commercial Workers UniobnLocal No. 7 President Ernest Duran said that Ritter had themand "reneged on his promises," and some activist have begun looking for a candidatee to oppose Ritter in a primary.
Ritter signe 29 bills Tuesday, culminating with an evening "Help for Working Familiezs Fair" at the Capitol in which he inked six laws to help unemployef residents receive more benefitz andkeep workers' homes from beingv foreclosed upon, among other things. Leaders from severa l construction unions stood behind him as he signes one ofthe measures, House Bill 1310, whicb allows for the easier filing of complaintes if an employer misqualifies a worker as an independentt contractor.
But, even before then, whilee Ritter was signing a measure that will alloe local governments tosell low- to no-interesty bonds for public construction under the American Recovery and Reinvestmenr Act, the harangues began. Crowd members clad in black UFCW shirtzsyelled "Governor, can you explain why you vetoed House Bill and "We support you, governor; you turned your back on as Ritter largely ignored them.
as he later signed Senate Bill 247, whic increases the number of Coloradands who qualify for unemployment insurance and will bring insome $200 million in federal money, someone yelled: "Where was your supporft for the grocery workers when you vetoed Housr Bill 1170, governor?" Ritter replied: "I'm goin g to sign these bills, and then we'lk talk." After he finished, the governord rose to the microphonwe and first told the crowd how many of the new laws will help workeres affected by the recession.
He then explainer that signing HB 1170 would have been akin to the government implementingv new playing rules for negotiations between the UFCW and the three grocery chains that have been underway sinceApril 9. He also said that he wouldf be open to reconsidering similar legislation at afuture date. He note that a bill he signef Tuesdayregarding electricians' education standards was similar to one he vetoef in 2008 while telling competingv sides on the measure that they needed to work out a compromis e -- which they did this "I also think that public policy should not be used to interrupty negotiations," Ritter told the crowd, whichj included about 25 UFCW worker along with proponents of the bills being signed.
